MINUTES OF OCTOBER 24th MEETING OF THE ROYAL BURGH OF LOCHMABEN & DISTRICT COMMUNITY COUNCIL HELD IN THE TOWN HALL ON TUESDAY 24th October 06.

Councilor Michael Dickie took the chair to oversee the election of officers.

The Chairman handed back the chair to the duly elected Mr. Graham Mundell.
Minutes: The minutes of the May meeting were proposed by Sandy Grant and seconded by Ken Galloway.
Police Report:
Constable Easthill
The detection rate for the Lockerbie section stood at 66%.
Anti Social Behaviour—several reports had been received and all had been dealt with.
The perpetrators of the break-ins had now been apprehended.
Breach of the Peace—2 reports and both dealt with.
The Speed Watch will continue when the temporary traffic lights have been removed. Discussions followed over the concerns involving speeding traffic through Lochmaben and the council was advised by Constable Easthill to discuss the various methods available and then decide. Mr. Graham Mundell thought it would be advisable to check with the Moffat Community Council and obtain some feedback on their traffic signs, how effective they are, and costing. Suzanne Storm is to contact Moffat C.C secretary.
Mr.Sandy Grant voiced some concerns about the allocation of funding for a traffic sign due to the amount of electricity involved in their use, and would make further enquiries.
Hightae had organised a sponsored walk to generate funding for a community project and the council could consider organising an event to boost funds.
Treasurers Report
The coffee morning was a great success generating just over £1,170 towards the Lochmaben Senior Citizen?s Christmas Party.
Rights of Way
Mr. Sandy Grant passed a map around showing the location of the new kissing gates and boundaries of the Mill Loch walk.
Councilor Dickie?s Report
Grummel Park was discussed at the meeting on 17th October and Councilor Dickie reported that Lochmaben Football Club would not be able to use Grummel Park until it has been repaired.
The education meeting reported an overspend in the region of 3 million. The Portacabin will have a fence erected for access and safety.
There is a meeting on Thursday to discuss the future of Eastgate.
One of the Milestones has been badly damaged on the Annan Road, due to hedge cutting machinery.
Youth Project Group
The Blackpool trip was a great success. The YPG has been invited to the meeting on Thursday involving the future of Eastgate.
Christmas Lights
The Motif on the Town Hall will be renewed. Santa will be invited to the ?Switch On? to be held on Sunday 3rd December at approximately 5p.m.
The Pipe Band will be invited to attend (Graham Mundell). The Police will be notified of the event in order to close the main road (Michael Dickie).
Lesley Mitchell will meet with Mrs. Simpson to discuss the attendance and safety of the children.
Senior Citizens Christmas Party
The Party is to be held in the Community Centre on 7th December.
The Kings Arms have agreed to organise the bar.
The caterers and the entertainment have been booked. The community council would be organising the crackers, raffle tickets, cutlery, fruit, sweeties and table centres. The council was reminded to bring a raffle prize.
Remembrance Sunday
The Wreath for Sunday 12th November is in the church.
The Lochmaben Pipe band has been invited to attend.
Correspondence
Pauline Pennie has responded to an email from Normandy and is awaiting their reply.
AOCB
The parking in Queen Street was discussed due to complaints from residents. One suggestion was making it into a one way street.
The Building Inspector has inspected the Town Hall. Repair work has been put out to Tender.
Rosie Boyd has received the list from John Brown to deal with the request for funding.
Lesley Mitchell organised a Birthday Card for Mary Brown?s 100th from the Community Council.
