MINUTES OF MEETING OF THE ROYAL BURGH OF LOCHMABEN & DISTRICT COMMUNITY COUNCIL HELD IN THE TOWN HALL ON TUESDAY 28th November 2006.

Minutes:
The minutes of the October 24th meeting were proposed by Ken Galloway and seconded by Sandy Grant

Police Report:
Constable Easthill
21 Anti Social Behaviour reports have been received from Lochmaben, which is cause for concern. Constable Easthill advised that there is a noise enforcement officer on duty from Thursdays & over the weekend, and the number to ring is 01387 252112 and an officer/officers would attend. Constable Easthill stated that all community councils were being asked if they would be prepared to back the Police on Drinking in Public Places as it will be brought up at the Annadale & Eskdale meeting. This would prevent the public leaving pubs carrying drink in bottles and glasses. Implementation of the bye law would help to prevent loitering in public places, glasses & bottles being used in vandalism and violence. If the bye law is brought in then drinking would only be allowed on Gala days in Lochmaben. The community council agreed to back the bye law.
John Brown gave feedback gained from research into how the traffic signs would affect young drivers. 45% had said they would take notice, but 55% had said it would encourage them to speed up.
The community council enquired whether parking & the volume of traffic in Lochmaben could be discussed and ideas to be reported back at the next meeting. Constable Easthill agreed to make enquiries with the roads department.
John Brown thanked the Police for their efforts in taking the students for a day on 21st. It was very informative and interesting.
Treasurers Report
The Senior Citizens party had received several donations from various sources. The fund has generated £1,300 to date.
The paths account had £260 balance and the Christmas Lights stood at £1.024.

Rights of Way
Nurses loaming was discussed and Sandy Grant suggested that the landowners and residents needed to be contacted with a view to discussing how they would feel in contributing towards the upkeep. Michael Dickie advised that he is waiting to meet with the Rights of Way officer and will look into this. There is a large hole at the T junction, which will need filling in and plating. The chairman suggested that everyone involved should report back at the next meeting.

Senior Citizens Christmas Party
The table decorations are ordered, and the crackers have been bought. The miniature whisky has been donated by Bruce Holdings Ltd. Everything is on track for next Thursday, and Pauline said she had enough helpers.

Councillor Dickies Report
There is an Area Community meeting on Monday 4th December in the community centre, and Michael Dickie asked for as many of the council to attend as possible, as David Potter would be there to discuss the report on Community Hospitals. Lochmaben may lose 8 beds. The community council should put their concerns in writing.
Eastgate would also be on the agenda and several groups were interested in the building, Lesley Mitchell advised that the Youth Project Group is still keeping their interest.
Michael Dickie passed around the new form for electronic voting.
At the Education meeting that Michael Dickie attended today substantial cuts to the budget were discussed.

Youth Project Group
There was an exciting winter programme starting on 24th November up to 26th January, every Friday to include curling, table tennis, and archery. John Brown reported that the YPG had received excellent funding.

Christmas Lights
The switch on celebrations will start at 5p.m. on Sunday 3rd December. The school will be singing carols. The Pipe band will play from approximately 5.40 to 6p.m. Santa will Switch On at 6p.m. The community council agreed to present Santa with a bottle of whisky.
The Police will be in attendance to close off the road.

Correspondence
The secretary from Moffat Community council had sent a reply about their traffic calming signs. Bruce Holdings confirmed the donation of the miniature whisky for the Senior Citizens Christmas Party.
Suzanne was asked to write to Alistair Speedie to request if the community council could go and see the Eco Deco plant.

AOCB
Various blocked drains due to the amount of rain in recent weeks were discussed for Michael Dickie to report. Grummel Park will be discussed at the next meeting. The water has not stayed on the pitch as expected after the rain, which is a good sign. Goal posts need to be renewed as the ones they have are the wrong size. Graham Mundell advised he would organise replacements.
The Town Hall clock face is not lit.
