MINUTES OF MEETING OF THE ROYAL BURGH OF LOCHMABEN & DISTRICT COMMUNITY COUNCIL HELD IN THE TOWN HALL ON TUESDAY 9th January 07.

Minutes: The minutes of the November 28th meeting were proposed by Leon Ward and seconded by Pam Linton.
Councillor Dickies Report
Michael Dickie discussed the Consultation leaflet in respect of the Lochmaben Hospital. Michael pointed out that the leaflet does not mention Lochmaben Hospital, and at the meeting last night the Health Board stated that Lochmaben would not be closing. Councillor Dickie advised the council that he would be looking into this further, and the way the Consultation Leaflet is produced.
Eastgate—a meeting will be held next month and several issues will be discussed including “Rights of Way“. No work will be started until the spring.
Most of the December meetings attended by Michael Dickie dealt with the cuts in funding for 2007. The lights that are malfunctioning in Annandale Crescent have been reported along with the roof of the Town Hall, and drainage. Pam Linton reported a large amount of water lying on the road surface in Queen Street. Edna Allbrook asked if a recycling bin could be provided in Lochmaben for polybags.
Police Report:
Sergeant David Burns
Vandalism issues included a 14 year old being apprehended over the school windows being broken. A Youth is being interviewed about the flower shop window breakage, and three youngsters have been dealt with over vandalism at Kirk Loch. A new team is being set up to deal with ASBOs, and a telephone number will be available for the public to ring with any issues. December 31st was a busy night but mainly due to the weather with trees being blown down. Graham Mundell said he had reported the vandalism to the Christmas tree. Sergeant Burns advised he would look into this. A couple of accidents on the Hightae road were due to slippery road surface. Sergeant Burns agreed that the trailer lorries were a problem but mainly due to their size rather than their speed. The public were encouraged to telephone the police if they had any concerns over traffic violations, with registration numbers. The Bus shelter in the High Street has been broken. Leon Ward reported the telephone kiosk having a couple of broken panes. Graham Mundell thanked the Police for their attendance at the Youth Group disco, which had 85 attendees, and no trouble.
Treasurers Report
The account stood at £3,868.
Christmas Lights stood at approximately £300. Paths had £260.
Rights of Way
Nothing to report as meetings were still being arranged.
Senior Citizens Christmas Party
This was well attended, everyone having a good time. The council would have to think about funding for this years event.
Youth Project Group
No report.
Correspondence
A letter of reply was read out about the requested visit to the Eco Deco plant, and the council will be informed when visits can be accommodated.
Thank you cards from Eric & Nan Till, and Dorah & Chris Mundell were read out thanking the community council for the excellent Christmas Party and how much the councils efforts were appreciated, and that they thoroughly enjoyed it all. The gifts were very much appreciated that everyone received.
Planning permission reports were read out.
AOCB
Wind farms were discussed and Sandy Grant is looking into the allocation of money for Lochmaben. The council will need to discuss how this money will be spent. Traffic calming signs were discussed and the cost involved. Sandy Grant said that Digital TV will not have BBC Scotland and the Community Council asked Suzanne to write a letter to them about this.
