MINUTES OF MEETING OF THE ROYAL BURGH OF LOCHMABEN & DISTRICT COMMUNITY COUNCIL HELD IN THE TOWN HALL ON TUESDAY 6th November 07.

The Chairman welcomed the meeting, and 1 minutes silence was held for Leon Ward.
Minutes: The minutes of the 2nd October 07 meeting were proposed by Sandy Grant and seconded by Lesley Ross.
Treasurers Report
The Bank balance stands at £5,536. The paths and Christmas lights funds are, £262 and £308 respectively.
The Treasurer (Sandy Grant) thanked everyone for their hard work making the Coffee morning such a success and £1,120 inclusive of charges, (printing, hall, etc) has been received to date, which also includes kind donations.
Loreburn Housing
Scott Anderson, gave a talk on the proposed affordable housing for Vendace Drive.
Loreburn Housing is a locally based, non profit making organization which has been involved in building affordable housing for 25years, and holds 2,000 properties. Last year 54 new houses were built and 171 are under construction in the area at present.
Lochmaben has a high demand for affordable housing and 21 are proposed. The waiting list stands at 120 people. The houses will be 2 bedrooms, 3 bedrooms, one 4 bedroom, and 4 bungalows. The work is due to start in the summer of 2008.
Scott invited questions from the floor and a map of the proposed housing site was available for inspection.
Questions were raised about drainage, access, planning permission, traffic, school capability to cope with the extra children, and if Lochmaben residents would be given priority.
Answers: The houses would be allocated on a point system, and anyone with a Lochmaben connection would be given priority. Quite a lot of questions would have to be answered by the developer, Taylor Wimpey, and they will be invited to attend the next meeting.
The residents thanked Loreburn housing for their input.
Police Report
8 anti social reports were received, along with 1 breach of the peace and 2 acts of vandalism.
Residents complained about some of the erratic parking in the area, and Constable Easthill said he would look into this.
Mobile CCTV is being used by the environmental officer to great effect in Lockerbie and several fly tipping, and dog fouling incidents have been dealt with.
Constable Easthill was asked if he would check that Santa’s visit to the Town Hall in December needed any stewards to be in attendance.
Councillor Dickie’s Report
Having attended the Area Meeting Michael reported that the land retained for Community use known as the Paddling Pool, would need a group set up to meet and discuss the needs and future use of this land.
Football Pitch: a meeting is to be set up to discuss the way forward.
Road works: Tarmac in Bruce Street is being completed.
Digital switchover: The transmitters at Selkirk will be switched off in 2009 and if the Community requested it a representative is willing to come to a meeting to discuss this.
Michael Dickie will be visiting all the Community Hospitals in the area tomorrow to assess their needs, and assured the residents that he is very supportive of the Lochmaben Hospital. The Consultation will be presenting their proposals next month.

Lochmaben Youth Group
No formal report was submitted.
Remembrance Sunday
The wreaths, Pipe band, etc, have all been organised. Everyone is welcome to join the Parade on Sunday 11th November.
Correspondence
Planning applications: There were no local ones.
Email from Scottish Water Board advising that there may be a limitation in terms of capacity in Lochmaben for the Glebe Terrace development drainage. They advise that a further assessment will be required of the water network to supply the development. Any upgrades would again be funded by the developer to ensure no detriment to the supply for existing customers. Any concerns over the current water pressure should be reported to Scottish Water who has minimum standards for water pressure and will carry out a site visit to quantify the issue. Suzanne will reply.
A letter was read out from a local girl in the guides requesting permission to plant bulbs in Lochmaben. This was discussed and approved. Suzanne will reply.

Steve Southam has been contacted by the Treasurer in connection with the Paddling Pool, and Property Services are willing to allow the residents of Lochmaben to look after this area. It is suggested that the residents, Initiative and the Community Council meet and present a plan and the costs involved for maintaining it. The Chairman agreed with this proposal, and Sandy Grant was asked if he could look into this further.
Santa will be arriving on December 2nd at 6.30, Graham will organise a tree.
Pam Linton will be organising sweets, and Katherine will organise a photographer from the Herald to attend.
Sandy Grant advised the meeting that he has been unable to contact the person he needs to speak to about a traffic sign for Lochmaben. It was agreed that £5,000 would be a realistic figure for the sign.
